I think the biggest issue is most folks only build ONE campground in thier lifetime, so they can't learn from thier mistakes.
Part of my job is to do studies for new developements (haven't done a campground), the developers who have never developed anything are typically shocked at the cost of design and construction. Then they want to cut corners at every step. We walk away from most of these jobs. When we do wind up doing them, they usually turn into a cluster where we are constantly warning the client about their mistakes and we don't want to be responsible when it goes bad. It still often ends in bad feelings.
We frequently see campgrounds where I can guarantee the owner/developer got the cost estimate and decided he didn't need no experts, pulled out his tractor and started digging.
