Four Mile Creek State Park does NOT have WiFi access in any form. Off hand, I don't know of any NYS Parks that do have it. Our Verizon based cell Internet service worked well at Four Mile, but I don't think 4G has reached there yet.
The restaurant in the lodge (which I believe is privately operated) at the Red House area of Allegany State Park does have wi-fi. But it's correct that New York State Parks don't have WiFi access. (Yet)

Google rating report says this:
FOUR MILE CREEK STATE PARK is a RV Park in or near the town of Youngstown. It is a largish and maybe almost large park with a claimed 266 spots to park your camper. This park does not seem to have pull thru sites. Do not worry too much about the length of your large Class A motorhome since the sites are built for large RVs. No need for a generator since the park has electric. One really nice thing is the 50 amp electric service. At a minimum, make sure you have some drinking water as water hookups are not provided. You will not be able to stay indefinitely as there are no sewer connections. If you are lucky, you might be able to use your cellular for internet, but otherwise there is no 802.11 WiFi. You had better hope you have satellite if you are a TV Watcher – no cable tv at this park.
I would call the site and get the real info you need...
On a clear day, you can see the skyline of Toronto, Ontario, Canada from Four Mile Creek. The most prominent part of the skyline is the CN Tower which has transmitting antennas for Toronto's numerous TV stations. Even with a marginal TV antenna, you should be able to receive many crystal-clear digital signals.
