Cancellation fees seem to be going up everywhere. Nothing but a guess, but in a popular area like MB, I imagine they get tired of people making reservations at several CGs for the same dates and then decide when they get closer to arrival time. When added to the normal cancellations due to an unforseen change in plans, it adds up.
