We camped there last summer and yes you had to wear the wrist bands anytime out of your RV. We put ours on loosely so we could take them off at night.  They did band checks several times each day at the pool and beach. They said they were having issues with people coming in and using the pool and people inviting guests to come stay overnight. This was causing issues with pool overcrowding and no chairs available. 
They will replace the band if they get wet and gross but you do have to have it to trade it for another one.
I thought it would bother me more than it did. Taking if off while at the RV gave you a break and you didn't have to wear it out to eat and such.
Most people that were camping there didn't mind it since it wad keeping all the facilities for paying customers.
Can't wait to go back this summer. Great park to have fun and relax.
