I would think that the insurance companies would be taking on a lot of liability if they "dump" a patient they transported back into Canada without having a bed for the patient, their responsibility doesn't end at the Canadian border
We aren't quite the "sue me" culture as other places, but I note an increasing number of ads from some ambulance chasing lawyers here in Ontario, they would be salivating at the possibility of the massive payout resulting from a patient who was dumped back into Canada and developed complications (or death) and sued.
