The National Park Service has a serious problems with dogs. For years it was okay to take dogs on trails. Now it isn't. They want you to believe that dogs will bring bears back to you. My dogs have chased bears away from me many times in camp. It is totally safe to run a dog in open country during the middle of the day even in Yellowstone.
With all do respect, you are full of something. We hiked in Rocky Mountain National Park since 1968. At no point, were dogs allowed on back country trails. We were also licensed guides in Rocky later. Rules have certainly tightened in the last few decades, but dogs haven't been allowed on trails in a long time. Just an FYI for you, if your dogs chase bears or any other wildlife on Federal land, you can face a serious fine.
