Good call on the wrap, if it's holding water, you want to make sure that never happens again. If a guy was worried about the bottoms of everything getting wet, I bet painting the lowest stuff or sealing with varnish would help ease the apprehension. Bottom line is that you know the damage came from above and that's usually the cause of most rotting frames. The water gets inside the wall cavity continually and keeps the framing wet. It is a perfect recipe for rot.
Don't feel too bad, I could put my arm through a hole where the siding loosened when I first brought my TT home. Because I worked outside in the Winter, that was one of the first areas addressed. It's no fun having the snow blow in your face while working inside.
