In the places in the US that I have done construction, cleanouts are REQUIRED in all new sewer plumbing -- frequently many cleanouts per house. So there would be no problem in adding one to old plumbing that does not have it.
This was not in LA, but I think plumbing codes in the US may be 'universal'.
Not in LA either, but when our town installed a sewer system about five years ago I went to training and installed the line from my house to the public system. It was all inspected before covering up. The requirement was for at least 2 clean outs in the line for maintenance. They would make a convenient place to dump. I have not used mine yet to dump my RV but see no reason not to. Wouldn't do it if neighbors are out grilling in their yard :) Now, I think our town does have an ordinance against hooking a RV up to the sewer and leaving it ( like someone is living in it ). That would be an illegal hookup.
Local laws vary a lot, but I would think plumbing clean outs are common most places. Now legally using one to dump is another question.
