If you can look inside maybe you can tell if one is there... It will be a small chip with a few resistors etc around it on the circuit board...
If the spec mentions the LED will work with a DC VOLTAGE range from 7-36VDC would require one. Without one the specs might say it will work from 12-14VDC.
The BUCK BOOST regulator chips give out RFI SIGNALS that interferes with the HDTV signals especially when you are picking them up using your OTA BATWING antenna.
