How much water an RV toilet uses is dependent on how much you put in the bowl and how long you hold the handle/pedal.
Less water in a waste tank is a bad thing when the solids don't get carried out due to inadequate liquids.

I'm pretty sure 99.9% of RV toilets are gravity flush.
