Brake Parts

Going to order new backing plates and have a question. Can someone tell me what the "Blue" item is in the picture of nut and washer for this backing plate. Other side has same thing but yellow. I don't see it mentioned in any documentation but I haven't received actual product so it may be explained with that. Any info will be appreciated.
