I have been using LEDs for a couple of years. I have had some strings of 3 LEDs go out on some of my early panels. I have traced the failures to the panels, not the LEDs. When I bridge the connection between the LEDs in the string of 3, the LEDs light normally. I don't believe that regulators would have prevented these failures.
