It is better (and cheaper) to head for a campground if you plan on running the air conditioner.
Since you are building from scratch and only wish a small air conditioner it MIGHT be possible to have enough solar panels to more or less run the cooling unit.
Other than that--it would be better to find a campsite here: http://freecampsites.net/
