Yes, dump stations usually do have water… and at a dump station I would probably just use the stinky slinky because it's easier and faster than the macerator pump.
When an RV dump station isn't available I empty the black tank wherever I can do so safely and legally; Pit toilets, port-o-potties, a residential or commercial, sewer/septic system clean-out port, my external Tote-Along tank, etc.
Of course I would much prefer to have a pressurized water source, especially for rinsing my black tank.
