How large (amps) are the 12v loads you're looking to power? You could just tap into the "middle" of your 24v bank, connecting to the 12v battery closest to ground. Doing so would create a small imbalance on that battery, but if you're looking at running lights and the water pump occasionally, it shouldn't much matter.
