What kind of flooring do you have in the bathroom? Try covering the floor with a piece of carpet or rugs or anything to insulate it and if that helps you will know where the cold is coming from. Can you add insulation under the floor if that is the problem? I cut insulators out of the pink foam insulation board to cover my windows and I slide the insulators into the windows and then pull the blinds down and that holds them in place. If you insulate the bathroom and don't leave any way for the pipes to get any heat you might wind up with frozen pipes. I had to rework nearly all of the ducting in my high end fifth wheel to get heat to the rear living room without burning us out of the front bedroom.
