This is laminate plank from Lumber Liquidators, a click-lock plank, floating over a rubber type of underlayment:
Painting your floor might be OK for you but particle board is known to deteriorate alarmingly fast when wet. Painting will help to seal the top surface but I'd suggest to use some type of floor covering.
