It has to be something in the switch and I bet it's a a pass through in series with other devices. Somehow it isn't cleanly cutting the power to the lights, I just don't get why it would provide such a low current that you would get a glow. A reduced current may have been too low to notice on incandescent bulbs but still would drain the battery.
Any of that make sense? I would try replacing the switch and see if it helps.
