Interesting question. I can only speculate as I only have panels with 48 LEDs.
I would think the Cob style would be perceived dimmer since some of the LEDs are directed into the reflector and the all of the panels LEDs are directed out. The cobs may give more even lighting as the panel only directs the light in one direction and brightly illuminates under it.
I prefer the cobs for over all lighting and the panels for task areas like the sink, dinette and reading areas.
