Brian, if they are down to 70% from normal internal looses they may have been built a long time ago and already have some sulfation damage. Top off the water and charge them now!
You should see bubbling in all 6 cells when they are full. If one tops off b4 the other replace it with a load to limit the current and top off the other one. I use a 100 watt 12 volt halogen bulb for such things, an old headlight with a good filament will work.
