You don't need oil primer. There are lots of water based products on the market. Primer and paint in one are only good if your covering a like paint...ie......interior latex over interior latex. There is a latex primer called Zinnser 123. Latex and will stick to almost any substrate. Not all paint is created equal. Due to raw material costs, similar to gas pricing, there is no such thing as a $25 gallon of paint being the same as a $40 gallon.
As said earlier don't cheap out and follow the instructions. 98% of paint failures are caused by improper preparation or not thorough enough prep.
I spent over 40 years selling and helping develope coatings in the paint industry.
PS.....Try to shop at a "paint store" not a big box store that sells paint as one of their 40,000 other products. You should receive better and more experienced advice. :W
