Did you replace a low profile toilet with a high profile one? The ones I've worked on usually had a toilet drain pipe that needed the height to run off at a downward angle to reach the black tank. With the flush valve open can you see straight down into the tank?

Yes it’s low profile at 13.5. With that ledge it’s at 23. The poor 5ft wife can’t touch the floor.

Cut an access window on the front and take a look inside. Can always make a panel to cover over the access window.
