What you're looking for is lath or screen stop. That small a dimension will be difficult to buy off the shelf. If you know a carpenter, have him rip some pieces for you off a common board.
The filler question was just asked last week. I suggested to use a resin based spackle rather than the typical acrylic spackle. Sherwin Williams sells a quart can for <$10. Resin based will adhere better and won't shrink or crack like acrylic. It dries to conventional white so if you need a color, apply it and use a color pencil to match.
