Had a problem like that with paper towels - quick fix 15 yrs ago was a small fishing weight and a piece of shoelace to hang down over roll. Still using the same shoelace and weight (gets washed once in a while...) Noticed that the paper towels and toilet paper are more squished now so might not really need it.
