What's the best way to clean this 4 way?

cut it off and splice a new one on is the easiest

I would just replace it

If it’s old dielectric grease, use a solvent. 
If it’s electrical corrosion soak it in Coca Cola. 
Or spend $6.99 on a new plug and 4 heat shrink butt connectors and put a new plug on the end.
