About the only time those fuses blow are when someone hooks up a battery backwards. In general, a converter requires about as much maintenance as a brick. I wouldn't be concerned about somewhat difficult access to it.
You could maybe create an access panel in the side of the adjacent cupboard if you really wanted. Building supply/home improvement stores have various access panels that could be mounted in the "wall" between the compartments, or you could use a separate panel screwed into the wood or something.
