Thanks for all of the replies and great advice. Problem solved!!
I adjusted the drum brakes and was surprised how many times I had to turn the cogs on 4 of the 6 wheels just to get the brakes to start to drag. I didn't try to lock up the brakes but with its new found braking power, it likely could now.
The dealer said that the rig was "inspected" but in hind sight, they likely performed nothing more than a quick visual check. I'll go through the entire rig myself, I don't trust this dealership anymore.
