1998 Fleetwood Avion Valve

I have a 1998 Fleetwood Avion 5th Wheel. There is a round handled valve on the bottom of the RV that I'm not sure what it does. It seems like it drains the fresh water tank but there's also a Swan Quick Drain valve in the plumbing compartment. Can anyone clarify?

    There should actually be three valves. One each for how and cold low point drains and one for the potable water tank.
