Thanks again however for those who suggest paper may be prohibiting the valve from operating correctly the valve was brand new replaced by the dealer. The Montana is supposed the top of the line for Keystone and after making a major investment of over 60K one would expect some minor issues which could be resolved under warranty. I previously owned a 2010 Keystone Sprinter which had the manual valves located near the ends where the pipes merged into the outlet and in the three years of use not one issue with them leaking. The problem lies with the design of the valve and and how it operates and I should not be expected to redesign a new RV because of the manufacturers poor design and/or build. For those who feel that it is not worth the trips to the dealer for the warranty work the dealer is less than two miles from my home not a problem. For those who feel that raw sewage is not biological hazardous waste first let me say that I am a degree engineer with nearly 40 years experience. My present position with a world wide corporation includes the evaluation of systems for reliability, maintainability, safety, and hazardous materials among other evaluations. Subsequently I am better qualified to know what is considered biological hazardous waste. Let me present it from a different perspective the scenario is where you and your family are in the RV park sitting outdoors at a picnic table enjoying your dinner. I arrive next to your site and start to set up my RV including connecting the sewer hose. Prior to my departure from my last RV park I thoroughly flushed the black tank until the water was clear and then let both tanks drain for at least thirty minutes. Regardless of my best efforts some water remains and mixes with the raw sewage. Considering my issue where the black tank valve leaks through upon removing the cap to connect the sewer hose five to ten gallons, which is much greater than residual from the line, pours onto the ground with the unmistakeable smell of raw sewage. Now, would you proceed to enjoy your meal as nothing happened or would you be grossed to the point where you lost your appetite and even complain to management? I am sure after that incident you would view the sewage as biological hazardous waste. However, it is not my fault since I did not build the damned thing and neither did I perform the quality control inspection prior to approving it for delivery did I. When you make a purchase of a new product it is reasonable to expect that the build was completed with a degree of quality however it appears that this is a thing of the past.
Thanks,

Well said, Joe. The OP's situation is =not= normal, and I hope you are able to get Keystone, and their dealer, to make it right. Next time it's at the dealer, insist on inspecting the underside when they have the cover off and see if the line is straight and level, if not actually sloped away from the tank.
