The "picture frame" plate that is part of the RAM frame would work well for a goose neck, but would not work well for a fifth wheel mount.

Actually, if you look at the Andersen Ultimate 5th wheel hitch, you'll see it works with the center hole of the 5er/GN prep package for Ram...There are more than several that use this set up on the cummins forum...
I don't follow what you're saying about the picture frame adapter...The picture frame adapter offered by Reese, as well as MOPAR mounts in the 4 holes that are provided by the 5er/GN prep package...and that is specifically to mount a 5th wheel hitch to. My picture frame adapter mounts into 4 lock down holes in bed of truck, built into the frame, My 5er hitch mounts to the picture frame adapter, (picture frame adapter is what MOPAR calls it, a picture of it, though made by Reese, was offered by another poster on this thread.
In the 5er/GN prep package, there are 5 lock down holes in the bed of the truck that are built into the frame of the truck, the center hole is more for a GN hitch, though it can be used for a drop in ball to secure the Andersen Ultimate 5th wheel hitch...
