Something about this doesn't seem right. You are using the big standard size 4 inch drain hose, right ? And it's not 100 feet long ??
You should not have time to do much of anything "while the tank drains" and it should not be necessary to rinse anywhere near that much.......unless maybe you are prepping for a long storage period.
Pulling the dump valve all the way open on the black tank should make the contents rush out in a matter of a few seconds, unless maybe you have a HUGE tank. Then while that is still open, dumping the grey water should help clean the valve and lower part of the black tank.
In most circumstances, a quick rinse of both should be good. Close valves, put in a couple of gallons of water, chemicals if desired and off you go.
I would never put chemicals in before water and I personally never put chemicals in when there is (mostly) only water in there......except when prepping for storage.
My only guess is that you are over-doing the chemicals.
