It's all about which wheels are on slippery stuff. 4x4 or 2x4 with limited slip are both 2 wheels only if the wrong wheels are slipping. I think the logic is that it's less likely that one front and one back are slipping. I did not know 4x4 came without any kind of limited slip. Mine has a push button locking diff but I can still spin one front wheel.
