You can always limp along with a 50 amp RV on 30 amp service if that's all that's available. Unfortunately, you can never take full advantage of 50 amp service with a 30 amp RV. Go with the 50 amp RV with 2nd A/C prep - it's much easier to build this into a rig than to try to go back and retrofit it later.
