I'm not at all overloaded running Bilstein 5100s but still get a lot of bucking over bridges/overpass expansion joints. It's a harmonic thing and fairly common. Don't suspect air bags will help as they don't dampen anything.
What I do believe will help is making sure your trailer is level. Mine is a bit nose high. I would suspect a Pinbox such as a MorRyde would also help as well as improving the suspension on the trailer with something like the Dexter EZ-flex.
