Amped 28FS Sway Issues when towing....need help!

Seeing how there's not a lot of options to change the way the trailer gets loaded, I am hoping the issues can be solved by lowering the tension on the Blue Ox and running less pressure in the airbags so the trailer is a tad low in the front. Other than that, filling the grey tank is about all I can do to get more weight forward. Rearranging the quad loading will only do so much since I can't go past the axles with them or get more than one up to the axles.
