Amped 28FS Sway Issues when towing....need help!

Doing some estimating here the weight of my 28FS is 9680lbs. 2 quads at 350 lbs each total of 700lbs and the 200 lbs of cargo you estimate. The total trailer weight would be 10580lbs total.

This equals 9.6% tounge weight. If the quads are heavier than my estimate the % tounge weight would be less.
