Amped 28FS Sway Issues when towing....need help!

I have tried to load the quads in many different positions (end to end, sideways, one forward one sideways, etc..) but it seems the second quad is past the rear axle. I would say in my amateur opinion that the axles are too far forward to haul any considerable weight ( the cargo area is rated for 2000 lbs) but I have no knowledge of trailer design or engineering. I would like to think that other bumper pull toy haulers are not experiencing these sway issues? Thanks again for all the member's input.
