I will agree and disagree. Blanket statements either way are not accurate and it does depend on numerous factors. The reality is the 15-passenger vans have been known to be unsafe when loaded with passengers, towing adding a cargo rack makes them even more dangerous. In my line of work these vans are all but banned now. Even the 12 passengers are highly frowned upon.
I'm not going to to go in to massive detail, the reports on this, in particular 15-passenger vans, are out there. Here is one;
