Call it what you want, it is still a ball hitch, and requires safety chains in most states. It is not a 5th wheel in the true terms of pin and plate.
Safety chains are not required on a fifth wheel hitch... The safety lanyard does the work.. Also the lanyard should be acceptable on the Anderson... Besides, what will those wimpy chains do? Bust? Break?, flip the trailer and the truck?.
Check your state laws. Many states require safety chains on ball hitches - period. I don't know of any states that require safety chains on kingpin (e.g., fifth wheel) hitches - have you ever seen safety chains on a semi? The breakaway brake requirement is a separate issue.
