Any of you see the Tag axles that lower and take weight off the load on 10 wheel dump trucks and transit mixers. This application is exactly the same thing. An extra axle that is permanently attached and bears part of the load.
The dump truck tag axle is *not* a good comparison.
The dump truck driver has (must have) a Commercial Class A or B DL - whether tag or tandem.
You would need the same - Class A - (maybe an Non-commercial class A would do) for a double tow in CA.
Regarding an RV & the CHP......
Same as registering an HDT as a Motor Home in CA.
Chippy's think it's great. "Only" a Class C DL necessary.
Some have done so, many have been turned down due to DMV "language".
The individual officer's interpretation may be "off the top of his head" - which cold be pro or con.
Others will be "by the book" one-hundred percent.
Ditto for info from the "local" CHP Office.
(Your local CHP office is *not* CHP HQ - that's in Sacramento)
The double tow issue is your biggest obstacle.
If you can - get the approval in writing! -
along with copies of the DMV sections which (you / CHP believe) make it legit.
(You can call CHP HQ in Sacto!)
Then - keep copies with your registration!..:W..:W
BTW - CA has *LOTS* of off road areas - for dirt and sand recreational vehicles, MCs, ATVs, etc.
*If* the swivel was legit behind 5th wheel trailers, there would/should be hundreds of 'em at Glamis, Pismo, etc.
Maybe it just hasn't caught on, or......???
