OP, load heavy things in the rear where possible and do not use OD except on flat ground.
Could also be that < 15% pin weight, a FW can start to get squirrelly. Our "hitch guy" has removed 2 swivel wheel totes from FWs due to pin unweighting issues making them nearly un-towable. Just saying'...
