Balancing is important to tire life, rotation on a trailer not so much. Rotation on a TV is important because the drive/stop/steer functions cause the tires to wear differently and rotating maximizes their life by evening out the wear. On a trailer they all just roll along. Unless you have alignment issues that cause feathering, etc., rotating really won't do anything. Unless you put a lot of miles on the trailer, the tires will age out long before they wear out.
