Actually both of you are right.
I have a friend was the New Car/ Used Car Sales Manager at a major Ford dealership in the Dallas area - he told me a lot of Texas pickups have a lot of miles on them. Low mileage trucks are available but at a premium. I was shocked at trade-in amount I got for a 4 year old F-150 with less than 45K.
But because of the high demand for trucks in Texas, which is just as high for used trucks as new trucks - a lot of low mileage trucks are brought in from out of state.
Another factor is that a surprising number of 2500/250 and 3500/350 trucks are traded in one or two years after purchase with low mileage in Texas because of the 'rough ride'.
A lot of folks new to trucks buy a 2500/250 or 3500/350 with a heavy towing suspension for their daily driver because they want 'a big truck' - not realizing those vehicles 1) use a lot more fuel than they expect due to gearing for towing; and 2) with no weight on the rear end - their ride is quite stiff.
