Assume My Dump Valve is Closed and Won't Open !
...........So what pump do I Need so I can run a hose down into the black tank via the commode and siphon out the contents and then replace the dump valve ? , thanks , jigger

To create lift, you are going to need a rotary vein or an eccentric type pump. Even those have to be primed to create a vacuum and get the flow started.
