Before we go too far, do recall that the most of the "disputed" BLM lands in the west came about as a result of the Mexican-American War, with the deaths of thousands of young soldiers in the United States Army who lost their lives in the battles. These lands were deeded to the United States as a result of the Treaty of Guadalupe Hidalgo.
These new territories of the United States were under the control of the federal government. Places like present-day Utah and Nevada were settled only after the war and treaty with the influx of peoples from the United States, including especially the Mormons. Authority to control these lands is granted specifically by the founders of our country in the United States Constitution, Article 4, Section 3, Clause 2 (often called the "Property Clause").
