Let's see, the ATV riders are out breaking the law to try and get the law changed so they can ride on this section of BLM land. The common consensus is the BLM land is closed to ATVs due to the notion that the ATVs damage the landscape and that ATV activity will lead to more trash etc. A popular suggestion is to allow limited ATV activity with rules to prevent serious damage to the terrain. However, since the riders are out breaking laws they don't like, how can they convince anyone that if the land was opened to ATVs they would follow any of the rules that would be put in place? To me, their act of civil disobedience would just strengthen the argument you can't allow any ATV activity because the only rule that could be enforced would be "Anything Goes".
