Thank you for posting a solution. There are a number of similar type groups (Friends of Jawbone Canyon) hereand (Friends of Oceano Dunes) here that are accomplishing the same goals. I know in the Jawbone Canyon, the locals, visitors, Search and Rescue, and BLM work very well together.
Another idea would be to create an BLM Guided Tour program in closed and restricted areas. Under this program, a BLM Ranger (or designee) would lead a group on designated trails, supervised, with minimum impact.
