Good idea, but the sticking point was your first few words: "And if you are caught...".
Most speeders wouldn't speed if they knew they would get caught, the same goes for bank robbers, smugglers, any illegal activity as far as that goes. It just seems to be human nature to do things even when we know they are wrong.
