Bad connection on the propane valve ground. Check where the coils of the gas valve connects to the mounting bracket. Normally it is in the back of the valve.
Check for voltage at gas valve while it is trying to light.
Check continuity on the gas valve coils.
Clean connector on the circuit board.
Do you smell propane at water heater?
Try lighting it with a long lighter while the ignitor is operating. Helper may need to turn on DSI while you are ready at the water heater.
Bad circuit board could be a possibility.
