Heres what it is: Artillery mold/Artillery fungus. It usually comes from infected mulch or decaying wood ground cover. The fungus vessel basically explodes and sends airborne spores everywhere- they attach to anything solid within their flight path
Heres how to get rid of it: Step 1 is to remove the hard shell of the dot. some have used credit cards, that may be a bit harsh. I use one of the hard rubber/soft plastic vinyl decal applicators. Go over them using the tool at a slight angle to "pop" the shell off. A brown spot resembling tar will be left. Step 2, spay tilex or similar mold/mildew remover onto a rag and wipe over a manageable area. for example 2' by 2'. DO NOT LET THIS DRY!!!. This softens up the remnants. Step 3 is to use a wet magic eraser on the remaining spots. Go easy especially on the decals so you dont scuff the exterior. A very small amount of elbow grease will completely remove the spot without harming the exterior. Step 5--rinse thoroughly with clean water. Step 6-- apply wax. your finish is now completely exposed and a good coat of wax will not only protect and enhance the gloss, but you wont see any rub marks.
For best results, do this in the shade, and do small manageable areas so as to not let it dry.
